El proyecto por su localización, por estar vinculado a la infraestructura del sistema integrado de transporte masivo, por inscribirse y ser parte de la estructura primaria de la ciudad y por su papel de servicio público, consideramos el Nuevo SuperCADE como un proyecto urbano en toda su dimensión, conteniendo dentro de si un número considerable de variables que superan el hecho construido.  Su primera función es prestar servicios de tramite a la comunidad, al mismo tiempo, su esencia y su vocación en un sentido general, radica en facilitar y acercar al ciudadano el funcionamiento de las instituciones, representándolas a escala local. Por lo anterior el proyecto contiene dentro de si un carácter simbólico que es consecuencia de su naturaleza y no causa ni estrategia.

Como estrategia decidimos plantear las preguntas y respuestas iniciales de manera estrictamente pragmática, en cada una de las escalas de proyecto, descubriendo dentro del proceso en cada una de estas, la necesidad de “humanizar” la institución a través del edificio.  

The project, because of its location and because it is linked to the infrastructure of the integrated mass transport system, because it is registered and is part of the primary structure of the city and because of its public service role, we consider the New SuperCADE as an urban project throughout its dimension, containing within itself a considerable number of variables that exceed the constructed fact. Its first function is to provide processing services to the community, at the same time, its essence and its vocation in a general sense, lies in facilitating and bringing the functioning of the institutions closer to the citizen, representing them on a local scale. Therefore, the project contains within itself a symbolic character that is a consequence of its nature and does not cause or strategy.

As a strategy, we decided to pose the initial questions and answers in a strictly pragmatic way, in each of the project scales, discovering within the process in each one of these, the need to “humanize” the institution through the building.
